Ⅰ.Functions
of CCPIT
China Council for the Promotion of International Trade
(CCPIT) is also called China Chamber of International
Commerce.
China Council for the Promotion of International Trade
(CCPIT) comprises VIPS, enterprises and organizations representing the economic
and trade circles in China.
The aims of the CCPIT are to operate and promote foreign
trade, to utilize foreign investment, to conduct activities of Sino-foreign
economic and technological cooperation, to promote the mutual understanding and
friendship of economic and trade relations between China and other countries and
regions around the world, in line with laws, regulations and government policies
of the People's Republic of China and with the reference of international
practice.
CCPIT is a corporation, which could sign agreements,
protocols and other documents about trade promotion, investment and economic
cooperation with related organizations, institutions and international
organizations in all the other countries and
regions.
Local trade promotion organizations can be set up in
administrative areas above county level in P.R.C. and industrial trade promotion
organizations can be set up according to the relevant industries. CCPIT guides
and coordinates the work of local and industrial trade promotion
organizations.
Ⅱ.Missions
and obligations of CCPIT
Invite and receive the foreign delegations of figures in
economic and trade world; organize the national economic and trade delegations
to investigate and visit abroad; carry out exchanges and cooperation with
related international organizations, regional organizations and chambers,
associations and trade promotion of all the other countries; join in related
international organizations and their activities; organize, participate or
cooperate with relevant foreign institutions to convene the international
conferences about law and economic, trade and technical co-operations; contact
the China representative organizations of the related foreign organizations and
foreign chambers set in China; promote to establish chambers and association of
Chinese enterprises abroad; set up representative offices and dispatch
representatives to foreign countries.
Promote economic and trade exchanges between inland and
Hong Kong and Macau special administrative regions, mainland China and Taiwan, and provide services to the exchanges and
co-operations between mainland China commercial circle and Hong Kong, Macau
special administrative regions and Taiwan's.
Authorized by the State Council to approve and manage the
economic and trade expos in foreign countries hold by all domestic regions and
units; represent China to take party in the activities of Bureau of
International Expositions(BIE) , take charge of organizing, coordinating,
supervising and managing the relevant affairs when China participating the
activities of BIE and World Expo; held China trade expositions in foreign
countries and take party in international business expos and exhibitions; held
economic trade exhibitions and expos in China; approve foreign related economic
and technological expos held by CCPIT systems.
Collect, arrange, deliver and release economic and trade
information; undertake the evaluation and feasibility study of economic and
technological projects cooperated by China and foreign countries; contact and
organize economic and trade talks and technological exchanges activities;
provide services of economic and trade information, consulting and
investigations etc. to foreign related enterprises and organizations; edit and
publish newspapers, journals, electronic publications and other
publications.
Provide services to members and other enterprises; report
the related situations and opinions of the enterprises world to the
administrative departments; research the relevant problems in the economic and
trade area and provide references to enterprises; coordinate International
Chamber of Commerce's business to China and the contact affairs between
International Chamber of Commerce and its China
Committee.
Carry on the affairs of economic and trade, maritime
arbitration and mediation, and solve all kinds of economic and trade disputes
and maritime disputes by arbitration and mediate way; issue non-preferential
certificate of origin and offer force majeure evidence, conduct consular
certification affairs of foreign related trade documents, certifications of
foreign related commercial documents, provide certificates of international
commercial affairs for others; carry on the business of certificates of ATA and
insurance; accept and hear the adjustment affairs of general average and
particular average; carry on the legal study of solving related disputes affairs
of international, domestic civilian and commercial, maritime areas, provide
related legal consulting and adviser services.
Act as agent in patent applying and trademark register
business of Chinese enterprises and individuals applying in domestic and foreign
countries or foreign enterprises and individuals applying in China, provide
intellectual property consulting, disputes solving etc. legal services; carry on
technical and trade affairs.
Conducting other affairs authorized or delivered by the
State Council.

Major subordinate departments and businesses of
CCPIT
1. Economic Information
Department
The Economic Information Department is the CCPIT's
functional department in charge of information service. It is responsible for
investigating and studying the economic development in China and abroad;
collecting, sorting out, relaying and releasing economic and trade information;
providing information on a two-way basis for Chinese and foreign enterprises,
institutions and economic and trade organizations as well as institutions in the
same system with the CCPIT; providing relevant Chinese and foreign enterprises
and institutions with information on economic and technological cooperation and
trade, and with consultation services; providing Chinese and foreign companies
and enterprises with the service of investigating the credibility rating of
business; contacting Chinese and foreign economic and trade circles to organize
activities of technological exchange; editing and publishing foreign economic
and trade publications; organizing foreign economic and trade negotiations; and
brokering economic and trade links and cooperation between China and foreign
countries.
2. Exhibition Department
The main business of the Exhibition Department is to act
under the trust of the Chinese government to hold Chinese trade exhibitions
abroad and participate in international expositions and shows on behalf of
China. It is also in charge of
coordinating and managing the holding of Chinese economic and trade exhibitions
abroad.
3. Legal Affairs
Department
The Legal Affairs Department is the legal service agency
under the CCPIT designed to provide international economic and trade circles
with legal services concerning foreign economic and trade operations. The legal
services provided by the Legal Affairs Department include the following: to
issue the certificate of origin for Chinese exports; to issue the force majeure
certificate; to issue and authenticate papers and documents concerning
operations of foreign trade and maritime cargo transportation; to accept cases
for the adjustment of general and particular average; and to issue support
papers for companies, enterprises or individuals operating the export trade on a
temporary basis and to provide guarantee for them.
4. International Relations
Department
The International Liaison Department is mainly intended
to contact economic and trade circles, other economic and trade bodies and
relevant international organizations in all countries and regions around the
world.
5. Sub-council and Membership Affairs
Department
The Council Affairs Department is a functional department
designed to contact the councilors, members, sub-councils and chapters of the
CCPIT. Its main responsibility is to guide, manage and coordinate the business
between CCPIT head office and its sub-councils as well as provide service to
CCPIT’s member companies.
The department also holds training courses, workshops
,seminars regularly, organize member companies to visit abroad and edit “Catalog
of CCPIT’s Member Companies”.
6. Media and Press Center
The Promotion and Publication Department is intended to
edit and publish foreign economic and trade newspapers and other publications.
Up till now, it has had the following publications: “China’s
Foreign Trade”, “World Product and Technology” and “ Catalog of China’s Import
and Export Products”.
7. China International Exhibition
Corporation
China International Exhibtion Corporation is intended to
arrange and accommodate economic, trade and technological exhibitions of foreign
countries held in China; to sponsor special or comprehensive international
exhibitions; to organize and sponsor international expositions; and to
coordinate the efforts of relevant Chinese institutions to make arrangement and
accommodation for the holding of economic, trade and technological exhibitions
of foreign countries in China.
8. Patent and Trademark Law
Office
The Patent and Trademark Affairs Office is an agency for
handling affairs of foreign intellectual property rights on behalf of its
clients, which is the first of its kind ever established in China. So far,
it has become a comprehensive intellectual property rights affairs agency with a
complete range of functions covering patents, trademarks, copyrights and other
intellectual property rights and legal affairs. It has representative offices in
Beijing, New
York, Munich, Tokyo, Hong Kong , Shanghai
and Guangzhou.
The office has more than 110 agents, among which one
third have been trained in foreign Intellectual Property Offices or Law Schools abroad. Besides, the agents also
positively participate in various international conferences related to
intellectual property issues.
9. China International Trade Arbitration Committee/
China Maritime Arbitration
Committee
This agency is responsible for accepting cases for
international economic and trade arbitration as well as for maritime
arbitration.

Branch offices and Sub- level branch offices
Presently, the CCPIT has under it 51 local branch
offices, 20 industrial branch offices, more than 600 sub-level branch offices
and county-level chambers of commerce, and more than 60,000 member enterprises,
which have formed a working network covering all parts of China and all sectors
in the country.

Presently, the CCPIT operates 15 representative offices
based in Hong Kong, the United
States, Canada, Britain, Germany, Australia, Italy, South
Korea, Japan, Belgium, France, Mexico, Russia and the United Arab
Emirates.
