Guiding Catalogue for Industry Restructuring

2005 version


“Guiding Catalogue for Industry Restructuring” is an important basis for guiding investment direction, as well as for the government to manage the investment projects, formulate and implement policies on fiscal and taxation, credit, land and import & export.

 

“Guiding Catalogue for Industry Restructuring” is jointly formulated by the National Development and Reform Commission (NDRC) and related departments of the State Council according to related laws and regulations of the state and promulgated upon approval of the State Council. When there’s a need to partially adjust the “Guiding Catalogue for Industry Restructuring”, NDRC shall collaborate with related departments of the State Council to amend the Catalogue and make promulgations.

 

“Guiding Catalogue for Industry Restructuring” is applicable to enterprises of all categories in the territory of the People’s Republic of China. Foreign investment shall obey “Catalogue for the Guidance of Foreign Investment Industries” (The Catalogue was revised in 2004 and please refer to Appendix I of “China Business Guide 2005” ). “Guiding Catalogue for Industry Restructuring” is one of the main basis for revising “Catalogue for the Guidance of Foreign Investment Industries”. The eliminated catalogue of “Guiding Catalogue for Industry Restructuring” is applicable to foreign invested businesses. The policy connection between “Guiding Catalogue for Industry Restructurin”g and Catalogue for the Guidance of Foreign Investment Industries” in implementation shall be handled by NDRC and the Ministry of Commerce.

 

I.                   Catalogue of Encouraged Investment Industries

(I) Agriculture, forestry and related industries

1. Comprehensive improvement of low and medium yielding field and basic construction of stable high yielding field.

2. Construction of state-level agricultural product bases

3. Soilless cultivation of vegetables, flowers and plants

4. Development and application of high-quality, high-yield and highly-efficient and standard cultivation and breeding

5. Pest control and animal disease prevention and treatment

6. Genetic engineering and gene bank construction for agricultural crops, livestock, poultry, aquatic plants and animals and wildlife

7. Selection, breeding, protection and development of good strains of domestic animals and plants

8. Development and application of the de-poisoning technology for the seeds (seedlings).

9.Water-saving agriculture, protective cultivation, ecological agriculture, cultivation land quality construction and development of the rapid fertilization technology for newly-cultivated land

10. Development and application of the ecological plantation (breeding) technology

11. Development and application of the agricultural films non-pollution degradation technology and heavy metal degradation for farm land

12. Research and development of green and non-pollution feedstuff and addictives

13. Inland large lake resource protection

14. Offshore fishing

15. Cattle breeding

2.       Construction of a new generation of large-cubage mechanized coke oven with a 6m-high and 500 mm-width coking chamber, as well as dry coke quenching, coal loading and coke pushing and dust removal device

3.       Application of the technology of stamp charging coking and cokemaking process with briquetted coal

4.       Applicatin of the dry quenching, transfer oil exchanger technology
